Janis will speak to a paper she is currently working on, that looks at the role of regional labour councils in Queensland. These bodies give the labour movement a presence in regional areas, and potentially they could be the nucleus on which a broader-based community unionism could be built. Janis has used a framework developed by Chris Briggs and adapted by Bradon Ellem and John Shields, to examine regional council agency in three areas: mobilisation, exchange and regulation, and across three domains: industrial, political and social. The research is based on qualitative work interviewing labour council activists in the regions. The discussion will raise issues firstly about the conceptual and theoretical approaches that need to be taken to explore union operation; and secondly about the way in which we write about union activity when there may not seem strong reasons for optimism. A draft written paper is available from Donella. Janis seeks input for further development of the paper for publication.
