Abstract: Leading practice of mine closure requires the relinquishment of a site to an agreed post-mine land use that is inclusive of sustainable development principals including environmental, social, and economic outcomes. This practice demands an assessment of options, both positive and negative which consider stakeholder expectations, acceptance by regulators as well as physical and landscape restrictions to ensure that the post-mine land use is optimal from a social welfare perspective. Presently, there is limited evidence to demonstrate where an assessment of post-mine land uses considers the economic benefits of alternative post-mine land uses in the decision making process. Determining the benefits and values of alternative post-mine land uses may require the use of non-market valuation techniques. This research will use valuation methods, such as choice modelling, to estimate the non-market values associated with alternative post-mine land uses. It is intended that the value estimates, in conjunction with rehabilitation costs, will be used in a cost benefit analysis to assess whether the proposed post-mine land use is the best alternative in terms of optimising social welfare. This study will be carried out for a case study of Wilpinjong Coal Mine in NSW. This study will also investigate why companies are not completing such assessments currently. The results from this research will assist in the design of policies that consider economic values when deciding post mine land uses.
