Richard’s and Stefan’s presentation consist of two parts. First, they introduce basics of regulating natural monopolies by the Economic Regulation Authority of Western Australia:
• Why regulation?
• How regulation?
The second part will present specific examples and issues of regulation:
• Diversifiable and non-diversifiable risk – calculation and examples.
• Long-run marginal cost – natural monopolies and fixed tariffs in water versus electricity.
• Diversifiable risks impacts on recovering fixed costs.
