In April 2015 the Committee for Economic Development of Australia released a major report on Addressing entrenched disadvantage in Australia. The report had five substantive chapters - poverty and social disadvantage; persistent disadvantage; early intervention; living with mental illness; and entrenched disadvantage in Indigenous communities. In the last of these chapters, Dr Nicholas Biddle discussed the level and cost of Indigenous disadvantage and found that Indigenous Australians are more likely to live in low-income households, more likely to be unemployed and more likely to remain unemployed than non-Indigenous Australians. He suggested that education, location, discrimination, health, disability, labour market discrimination and social norms all play a role in explaining disadvantage, and found strong evidence of intergenerational disadvantage when it comes to education in particular. In this Public Lecture, Dr Biddle will talk about this evidence, with a particular focus on the inter-generational effect of parental and carer education for Aboriginal and Torres Strait Islander Children. He will conclude with a discussion of the evidence that we are missing for an informed policy response to entrenched disadvantage in Indigenous communities that reflects Indigenous needs and aspirations.
